The bob Fraser Scholarship is Cascade Aviation’s own leg up in your private pilot training

Bob Fraser is a local pilot and long-time member of the Whidbey Island Navy Flying Club. He was born in Mitchell, South Dakota in 1931 and attended Cal State Fullerton before finishing his education at the Naval Postgraduate School. During his 32-year decorated career with the U.S. Navy he served in Japan, Washington, D.C., Monterey, Pensacola, and the Armed Forces Staff College, but he always found himself returning to Whidbey Island. Bob retired to Whidbey after serving as the Commanding Officer of the Fleet Aviation Training Group Support - Pacific out of San Diego, overseeing over 3,200 people. Bob loves sports and was a masterful handball player, being named handball champion for three years for the 13th Naval District. He and his wife Donna have been married for 68 years and still consider their family to be their pride and joy. Bob has been flying for almost his entire life and was a major contributor to the Whidbey Island Navy Flying Club; he was also one of five founding members of Cascade Aviation.

The inaugural Bob Fraser Scholarship was awarded in August 2021. While the application window is year-round, future scholarship winners will be announced in August each year.

Overview

  • The Bob Fraser Scholarship is open to people ages 16 1/2 - 32. (Applicants 32 years of age and older will be considered on a case-by-case basis depending on availability of funding.)

  • Students who are awarded the Bob Fraser Scholarship must begin their training with Cascade Aviation within 30 days of receiving the award and must pass the private pilot checkride within 180 days.

  • A $2,000 check from the Bob Fraser Scholarship Fund will be presented to the student upon successful completion of earning their private pilot license. An extension may be granted for extenuating circumstances at the discretion of the Scholarship Committee if this request is received in writing prior to the 180-day deadline.

 

Selection Criteria:

Applicants must:

  1. Be at least 16 1/2 years old or younger than 32.

  2. Reside in the greater Puget Sound area.

  3. Be serious about obtaining a private pilot license.

  4. Show good character.

  5. Currently have, and be likely to maintain, an above average scholastic average (minimum 3.0 GPA on a 4.0 scale) demonstrated by an official transcript with the submitted application.

  6. Demonstrate an aptitude for flight training through successful involvement and/or completion of training activities.

  7. Show good discipline and attitude.

  8. Show a clear commitment to completing private pilot flight training.

  9. Meet the time parameters of the program.

Application

Applications for the Bob Fraser Scholarship are accepted year-round. The submission deadline for the 2022 award is July 30th. The Scholarship Committee will meet at the end of August 2022 to determine the award recipient.
